The Philippine Competition Commission has identified 3 red flags in determining which government contracts have been rigged to benefit preferred contractors. Atty. Caesar Jose Francisco, litigation division chief of the PCC Competition Enforcement Office, said the Department of Public Works and Highways has referred 12 government infrastructure contracts to the PCC to check for possible rigging.
